I cant finish the quest. i think its an error in the game. im at the end part where you need to break out of the cell again and kill a guard for a uniform to reclaim the evidence. everywhere says 100% drop rate of uniform on kill during quest of the custom officers. ive killed hundreds and no uniform drop so i cant finish the quest? can someone give me advice?

Heya! This certainly sounds troubling indeed.

I have read that if you're in a fc with loot share enabled, then it may prevent the drop. Here is the exact wording from the wiki on this quest:

Make sure you do not have lootshare enabled, as this can prevent the uniform from being dropped.

Hopefully that was of any use. Otherwise, I'm at a loss!
