trading dxp hour to nic at GE

In times past I could trade one hour of dxp time to nic each day for lamps. Now when attempting to do so the window that comes up shows I have "zero" hours to trade. (DXP just started so I know I have plenty of hours.) So what is occurring? Did Jagex stop this?
