Can't change arm cannon levels

I was looking through my toy box and I found that I had managed to score the arm cannons a while back. I love them, I get to pretend to be Mega Man a little as I train up ranged. And then recently, I discovered they have a feature that lets you switch their power levels, but when I try I get a message telling me I can't? I'd like to get them up to tier 70 and later 75 to keep them competitive. I'm worried I'm missing something.

The tiers available on the arm cannons needed to be earned during the Heart of Gielinor: Encampment Event where they were obtained.

Tier 70 was earned if you had 30% personal and community progress at the event, and tier 75 was earned at 70% progress.
