Been trying to get page 17 "Scrap of Parchment" for the miscellaneous journals for dungeoneering however I already have all the other dungeoneering journals including the strange token.

I keep trying to get the last page with the dungeoneering master cape and perfect plus potion however I keep getting drops for the strange token and failing the roll for the scrap of parchment could this be due to the fact that I already have all the Marmaros and Thok journals and it's not able to fail since I already have those journals.

Is it just bad RNG or is it a bug?
