I personally prefer mage, especially if you're taking a lot of damage. I don't know your budget, but if you have ports done, using animate dead with superior sea singers works okay for me. I know there's better armor but that's the most affordable, imo. (there also is a non superior version you can buy off ge, but i don't know how well it works)
For mage weapons i think it would depend again waht your budget is, and what bosses you want to fight. I use dual wield so I can shield swap or use a defender for some bosses. but I think that staves should work just as well in many cases (or all, if you're just a quicker swapper than me when you need a shield)
I like, again, superior ports weapons. Which do take more ports to get, but are pretty dang affordable.
If you don't do ports, you could always use either a wand and orb of cwyr elders, or seismic if you can afford it.
staff wise, maybe look into obliteration, nox staff, or camel staff? I'm not sure. it really depends what bosses you want to fight.
sorry for being kind of vague. this is just what I do. not necessarily the most efficient.
