I completed the Dig Site long before the update to the area. Recently I finished The Temple of Senntisten. Now I want to go back and receive the Codex Ultimatus from Terry Balando, but he won't talk to me about anything but Azzandra and the restoration. I have the necessary levels, and I did what others suggested and checked my POH bookshelf, but nothing.
I will note, when I go back into my quest journal for Dig Site, it says quest completed, but above that is an orange line (not crossed out) that reads: I should also talk to the expert about any other finds.
I have no idea how to complete that step, since the quest changed after I completed it. I tried to retrace the Dig Site quest, but there's nothing for me to do since I already used the quest items when I first did the quest, and the NPCs all thank me for my work on Senntisten. I need really need the Codex, help!
