I can't speak to Jimmy in the H.A.M. jail. Nor can I pick the door lock. I spoke to Johanhus but only has 3 option for chat and according to the quest guide he needs to have 4 options. I looked back over the guide and did everything accordingly but I must have missed something somewhere.

Oh yeah. Brian did take the ax before I left there. I checked to see if I still had it. He does.
