Can't proceed Xmas Quest

I started the Christmas quest "It's Snow Bother", and I can't get past the initial decoration delivery to Lumbridge, Varrok, and Falador. Clicking on the Spirit Map doesn't prompt anything, and neither does talking to the city reps. I have my imp out, and if I try to craft the unfinished decorations it just says I need to complete It's Snow Bother before proceeding.

I've been trying the last couple days, and sometimes I seem to glitch on quests and it works to re-log and try again.

Oh nevermind, looked like I somehow completed that step and just needed to go to the cities, so I should be good.

I'm having same problem but I have been to all the cities and looked all over for sleighs and couldn't find any. So have no idea what to do next. please help
