Fishing Contest Can't Finish

My fishing pass seems to have disappeared before using it and now im unable to get another from anyone. does this mean im not glitched out of finishing the quest? ive tried speaking to both dwarves and the guy that takes the pass, but none of them will give me anything.

It appears that you haven't started the quest yet. To start use the chat options from wiki with either of the 2 dwarves;

Otherwise, check your inventory or your bank Life is like a camera: Just focus on what's important, capture the good times, develop from the negatives, and if things don't work out, take another shot !

Have the same issue started the quest some time ago, I dont have the Fishing Pass in my inventory or in the bank. The 2 dwarfs keep asking me if I won, can't choose another dialogue option. The man in front of the gate to the quest is not letting me in. Please help.....
