First of all, from 75 Ranged to 99 Ranged, you will utilize around 63,000 Red Chincompas.
Let's do some calculations [of course, these will change depending on what price you buy them for - for this case, I am using the Market Price of 662 so bear with me
]:
63,000 x 662 = 41,706,000. That's just on Red Chincompas.
As I don't know the amount of prayer potions - simply because it varies from person to person - I cannot give you an estimate as to how many you will use from this particular level.
But, as always, to be on the safe side, buy them by low amounts. First of all, buy 100-200 Prayer potions. Depending on how it goes, then you will notice if you will need more or next on the next batch.
Full void should do the magic. However, if you use the Stealing Creations helmets, they will give you faster experience. Unfortunately, I haven't used them myself so I cannot give you my personal experience there.
