The amount of exp between your current and 99 is 9,625,287. Each Stealing Creation Coif lasts about 33k exp. So, you'd need about 291 Coifs. They cost 24 points each, and 20 to recharge. So, assuming you buy seven coifs as a startup, you'd need approximately 5848 Stealing Creation points. That's heaps, so you might want to look into some non-cb Stealing Creation clans. They average about 12mins per game instead of the 20. There are clans on W99 and W45 usually. It's best that you read their rules first though, as they can be quite strict.
Vxel, assuming you get about 200 exp per red chinchompa, you'd need 42243 of them. At current prices, that comes to a checkout of 26,317,389gp.

TheSuprem1 gave you a good approximation. However, from your current level to 99, you will actually utilize around 45,000 Red chincompas. The calculations he did were great, but you have to add an extra few k's to make sure you will have the required amount.
Take that number and multiply by 623 [Market price] and you will get: 28,035,000 GPs. That's without the Prayer potions. In total, you will need around 33M-35M for 99 Ranged.

At your current level, it will take you 29,000 Red Chincompas to 98 Ranged [assuming you didn't make a mistake and put 98 instead of 99! :D ]
As for how long, it depends on how many hours you play a day. One day, I received 2M experience. I forgot for how many hours I played though. But if you follow that, it would take a week or two at max. It's really fast.
The total cost varies. It depends on how much you pay for Red Chincompas and the current price of Prayer potions. I can't also tell you exactly how many Prayer potions you will use but I advice you buy them by 50's to avoid losing money.

Of course you get! That's even too much! You will utilize 35M at most to get 99 Ranged. Good luck!
