Hi again PickledJew,
I'm sorry for going over the steps that you've already covered. Usually we prefer to confirm things a second time, just to see if it's a user error or a game error.
In Runescape's Discord, a Chat Moderator has confirmed that it's a bug with the Medium clue scroll. I advice you report it when at the location and then keep your fingers crossed that Jagex will address it with a patch soon.

I'm sorry to hear that. Please see the comment above your initial reply for the reason why you're unable to progress with the clue scroll. Life is like a camera: Just focus on what's important, capture the good times, develop from the negatives, and if things don't work out, take another shot !

Hi CaptainSkul,
The answer (as found above) is that there's a bug with the clue step.
As a note, clue scrolls lower than Elite are still good, because you get fortunate components from some of their rewards!
