Tier 2 Command Center won't

Working on Fort . I got the Tier 2 Command Center blue print , but it won't initiate . I have tried clicking on blue print bench to make sure thats what it is , but it says I all ready have a blue print in progress . I tried talking to NPC's . I tried lgging out and back in . Any suggestions ? Didnt have this problem with tier 2 kitchen or tier 2 work shop . I also ran all over and checked every building just in case I didn't initiate the command center, nothing has started [ glowing yellow wood pilings] anywhere. Thank you for your help

Try right clicking Bill and selecting "Building Status". That might give you a hint as to what is in progress
