How to get Skull Heraldry?

Hello! I'm currently trying to build a skeleton themed tavern using Player Owned Housing! My one hang up though is that I'm trying to get the skull heraldry from Sir Retinee but there is conflicting information on the wiki and I feel stuck.

So to get it, you have to be skulled when you talk to Sir Retinee. But skulling has changed and not only that, but I have never been 'skulled' in Runescape before now.

What I have tried:
Talking to Vala to be flagged for pvp (no skull unless in wildy)
Grabbing cursed energy while in legacy (recommended by the wiki)
Just talking to Sir Retinee without getting it and with Vala flagging me
Punching a clan member in the wildy
Murdering a clan member in the wildy

So far nothing has worked. Does anyone know how to get this?

Talk to Mr Ex in Edgeville and ask him to skull you? EDIT: Apparently that doesn't work anymore.

I just spoke with Vala and opted in to PvP, and purchased a wildstalker helmet from Mr Ex. Sir Renitee then sold me the skull crest, so doing one or both of those things should work.
