How do I get to The Skull?

I have been playing the player-owned port minigame for a while, and I can see on the map that I have unlocked the island group called The Skull, but I cannot figure out how to get there. The quatermaster only has an option to travel to The Arc. How to I get to The Skull?

That is not what I mean (I already have that selected).

I would like to travel there myself, and explore the islands, just as I have done with The Arc. I can travel to The Arc using the travel option on the quartermaster, but he only has The Arc as an option (besides uncharted isles). There is no option to travel to The Skull. Must I unlock something before I can go there, or is The Arc the only place we can actually go to ourselves?
