"By tradition, a temple Ibis flew over the grand city of Varrock and land at the steps of the Palace Courtyard. On its leg, a scrolled of parchment was attached to its leg. It is believed that one of the Varrock guards received the parchment and had it sent to the Queen or one of her aids. Holding the parchment closed was a wax stamp with the crest of the Wushanko Empire. Upon opening, the scroll read:
