You're missing the point. If they wanted fortitude to be a support curse, they would have given another curse/spell a synchronized ability that made them strong together. The mod in charge of the project even said that fortitude was supposed to be the "go to" tanking ability, and it's FAR from it.
I get what you're saying, don't get me wrong. But the damage you sacrifice from dropping from t90 damage down to t70 for ruby aurora is not worth adding 3% even in a team with 9 dps'ers, because the buff doesn't active often enough/long enough to be a constant 3%. Overall there are a lot of things wrong with it. They had a lot of great ideas and followed through for a number, but there's still a few glaring aspects where it's obvious they didn't bother testing/thinking about them much.
