To answer your questions - capping is not required. It's entirely optional. However, since the Clan Rework in July 2018, you will have to cap to obtain the avatar buff. 3% you get for free, the remaining 3% you can get by capping. It's a personal avatar, so you can bring your buff everywhere (24/7 6%!!)
