This forum is not a recruitment forum. For best results, you may use the Looking for Admins? Check Here thread, where you can advertise your open positions.

Be sure to also post your openings on your clan's recruitment thread or on the forums attached to your clan's RS Clan Page (Community > Clans), so that your current members can express interest in promotion.
