moving on to topics that matter:

Lets cover the individual desires for world 31 step by step first off:

Hank, why would you like world 31 to have a central power/government? What are the benefits

The reason I do not: It has never worked in the past
The past has also shown that anarchic systems work better on world 31
People don't like to be ruled, those that do join clans and that is all.
Generally when people see alliances on the forums they feel repelled by the ones that have those huge senates or veteran governments.
Also, a corrupt government tends to develop over time
That said having people who have more rule-making authority or can simply "rile" the crowd to change a rule discourages warring. Most people did not war before because the other person would try to rile the crowd up and get them to change a rule that would give them a major advantage.

-Anarchy gives rise to something; you're asking for someone like Roi or I to take over by military feats in the pool of anarchy, and with it, chaos.

-No power ever stayed in power for long, and maintaining control over that much land for a long period of time never really worked on old 31
-You don't need to be an enforcer hank, system will have a thread and referees.
-Please enlighten us on this plan
-Your past remarks on the thread have argued that our past systems have been corrupt, your suggesting a system very very similar, what is the difference?
-So, the general idea on rule-making is hoping everyone is fair and balanced? Also, we are wanting a simple rule structure

This document states the agreement on the new system for world 31, those who sign it may remove their name anytime before the document is enacted.

-The new thread shall only be used for land claims and wars; no discussions will be allowed on it
-the bare basics of rules shall be used, new ones being added if and when situation arises
-land-claiming shall be done the old ways, of eliminating npcs in local area
-revolutions shall not be recognized until they take their own clan identity and must war/challenge the mother clan to receive any land from it(unless given by mother clan)
-specific means of warring for land shall be named, so, as a clan on one side of the world will not be able to war for a random patch of dirt on another, specifics shall be discussed and then clarified on new thread
-clan-related businesses on world-31 are recognized by this system
