You can buy Molpoints card from 7-Eleven outlets, then create a molpoints account. Then, sign up for RuneScape membership via paybycash and choose molpoints as your payment method in the paybycash website.
You'll need approximately 2 Molpoints card for your first month (cause one card is $10 and the price of 1 month membership slightly exceeds $10).
