In regards to the ranking system, I think that it should be changed in these ways:
Currently, a member must be voted for to become a Sergeant. I think that members should be able to achieve this rank whenever any leader feels that they have achieved it. Members that are to be given the Lieutenant rank should still be voted in.
It is currently not clear which ranks are able to accept applications on the forums. I believe that these ranks should be Lieutenant or higher.
Activity shouldn't be extremely important in the clan, as Zerk suggested, but I think that in order to gain higher ranks, activity should be required more, increasing with each rank. To clarify, activity refers to both being in the Clan Chat and attending or hosting events. Activity shouldn't be a criteria for Sergeants, Corporals, and Recruits.
EDIT: Recruits should have a one week period before becoming Corporals, but other than this, I feel that promotions should be given at the discretion of the leaders present.

Okay, so let me clear this up :) At any point, an admin may make a member a Sergeant, providing that they have earned it. However, to become a lieutenant, then you must implement the full vote of all the councilors?
Adding on to that, how about you add a time limit to it, where you must be in the clan for such a time (depends on rank) and then you must pass the vote? :)
