I understand what you're going through because I found myself in the same situation not long ago.
For what it's worth, my suggestion would be to forget about the citadel if the stress level has been constantly high for a while and focus on other clan activities.
If you're in a position like we were where very few members are active, perhaps the healthiest decision would be to move on and join another clan that's active.
I spent many days alone in chat because of the days when several clan friends would happen to all log in at once, reminding me of fun days in the past with clan. But I must say, those days got few and far between. Recruiting by myself and trying to bring in new members to an empty chat didn't work well. And I realized I was burned out after leading for seven years
Recently, I made the decision to move on and joined another clan. It's made the game a lot more fun to be part of an active clan that talks in chat, helps and encourages members to reach goals and has a lovely, maxed citadel that's kept without the leadership having to ask or remind members to cap.
If you find yourself in the position where the stress far outweighs the fun, it's probably time to reassess what you want to do moving forward.
