New Clan Member BXP Issue

Hello

I have a new clan member who joined a few days ago. She capped citadel tonight and tried to claim her bonus XP from the quartermaster. She received the following message:

"Your clan does not have any skill plots which are eligible for gaining bonus XP - you many not be of the appropriate level or the plots may be dilapidated."

I know that there is no dilapidation, as upkeep was made at 100% and also because I am able to collect my bonus XP.

I've never run into issues with someone's levels at citadel until now, as we have a 1500+ recruitment requirement and she is a rare exception to that rule, as she is family.

I scoured google and the forums, but I havn't found anything saying that there is a total level requirement for obtaining bonus XP from the citadel quartermaster.

Any idea what I am missing here?

The requirement to claim bonus exp is that you must be level 40 in the skill you want to put the exp on.

So this error is occurring because they don't have level 40 in any of the skills trained there. Can I turn in a paper without citing all sources?
