Personally I have been using it for a long time with no issues.
However I would still suggest using a different email and password to your Runescape account (as you should for any runescape fan site).
Also you don't need to make an account to use Runeclan, so if you're still unsure how you feel you could always use the site without logging in.

Personally, out of all the fansites etc. I have to say that RuneClan is one of the sites that I trust most.

It's used by a lot of players and I've not heard of any problems. Also you can use most the features without creating an account.
