Create one? You can add recruit as a mute rank for your clan if that really is necessary.
Form my point of view a mute won't solve the issue, talk with each other. If that doesn't help maybe the person in question is in the wrong clan.

Do you mean, "why can we not mute individual clan members from speaking in the clan chat?"
If so, this is currently a work-in-progress. I believe the actual feature itself is finished, but it broke several other features which need to be fixed before it can actually be implemented.

Code for the mute feature has finished...however it's revealed a fairly major issue with the way the clan list is written, and it is breaking things. So I need to fix that before we can release the mute stuff.

If you mute recruits also mutes visitors. So its really not a solution for clans who have open cc's. Just so you know.
Really? why would it do that?
If you set the minimum rank to talk in the Clan Chat as Corporal+ (meaning Recruit is muted), guests are also muted because you need to be Corporal+ to talk in the CC.
When you toggle guests' ability to talk in the Clan Chat on, it will allow Recruits to be able to talk again.
You can test this yourself if you'd like. I have.

Yup, thats why the recruit rank mute is useless :/
