From what I've seen, they never take anyone off the access, just add new names.
There are people in here who have left their clans, are clanless, and still post.
Players that aren't leading a clan anymore stay in CLF as the so called 'Legacy Leaders'. They don't represent a clan, but they can still have a valuable voice because of their previous experience.

We have had a small change of leadership within the clan. Is it possible to re-apply for CLF access? Also, would it be possible to have more than 2 representatives? We are currently 3 clan owners and it is a big clan.
If you post a new application on the CLF Access Thread, with two representatives of your clan. Then MattHe should update it once he goes through it.

An equal voice in what exactly? Maybe I'm not on here enough, but it's not like we're having polled content or the like?
In any case, if that's the way it needs to be, then we'll have to relay information instead when appropriate and stick to /r/runescape for the discussions.
Each clan is represented by
two
of their members. I do think that's fair and more than plenty.
You should also note that Reddit will never provide information as CLF does. CLF is given information about clan updates before/during development, so I do think that CLF is of great significance.
