Good news!
A few days ago, a post was on the Runescape subreddit asking for people to initially list ninja fixes that would be nice, and then eventually this lead to voting on them using the upvote/downvote function Reddit has.

According to this Reddit thread:

One of the top voted ninja fixes was to increase the character limit in clan chat and friend chat. Whilst it's not a major change, I still think it's quite nice for when (if) we get this - sometimes the character limit can be that bit short.
On top of that, under the "Big Fixes" section, there was also a note about clan broadcasts, the note on this was that it requires engine work so may take a while, but, as with the character increase, it's still nice.
