Unless I'm missing a step my combat level should be upwards of 300 with that formula...

plus it's actually:
Combat Level = ((Class*1.3) + Defence + HitPoints + (prayer*/2) + (summoning*/2)) / 4

* = if odd, subtract 1
class = highest of:
Melee = (Attack + Strength)
Range = (Ranged * 2)
Mage = (Magic * 2)
