Have you actually tried EoC warring? Doubt it. It's so much for intuative than pre-eoc and offers so many different strategies, and believe it or not other than melee not being very good it's well balanced.

Warring is still great in OSRS, it just crumbled in RS3 when they changed the combat system. EoC was by no means ready and fixes took so long players had already given up. It's nearly 4 years after the update, and it's still far from a good combat system for multi-PvP, while it's not even very balanced in PvM either. It's not Jagex' attitude towards PvP, it's Jagex' attitude towards the combat systems. They're happy with it, while a lot of avid combat users are not.
It also doesn't help that developers don't think about PvP when designing new content. A major issue in F2P PvP, especially in Legacy, are the high offense values (max hit & accuracy), and terrible low defence, resulting in most players getting instantly killed in multi. But developers think only about PvM, so they added some extra BIS power armour, to make the hits even higher. Not very helpful
You've only taken F2P into account here, which lets be honest we don't have the player counts for F2P to be popular again.

I don't doubt this, but I'm just talking about the shear amount of people participating. The rsb went from 30+ teams to what? 4-5 active teams? LolEoc had such a negative impact on warring that it hardly seems worth it these days.

The majority of players in F2P warring clans are P2P players, so the F2P player count isn't relevant. The playercount in F2P itself is indeed shit, but that's because F2P has taken many hits straight to the jaw (removal of F2P from hiscores making lots of pure F2P players quit, EoC killing PvP resulting in most PKers quitting). If F2P hadn't had any updates since 2012 it would've been in a better state than it is now.

The same pattern could be seen in most places in the game though. Skilling didn't change so that community was stable. PvM would be in the same diar state as PvP if vorago didn't come save the day dropping partyhats.
You say that you don't doubt that what I'm saying is true but don't think its worth warring due to the low numbers. Which is the entire point of my post, promote what has potential so we get the numbers.

There might be some possibilities in strategy on eoc and all that jazz but they complicated what was a fun and straight forward combat system for most and it was the simplicity of it that kept people enjoying it, eoc failed and we are continuing to see the results of it to this day.
