It is just as simple as creating it at that time yes for your third clan.
On another note though because the citadel week starts only when the first member ebters after the tick it might be difficult to sustain all 3 clans at the exact same time over the course of a few months.
I just don't understand why this claim continues to be promulgated. It hasn't been true for some time now. I've tested it multiple times, and my experience has been that no matter how long we wait after our Build Tick time to re-enter the Citadel, the countdown is calculated against the end of our last Build Cycle, and
NOT
against the moment when we re-enter the Citadel.
For example, the last time I tested it, no one entered our Citadel for twenty minutes after the Build Tick (I was the last one out and let the system boot me out), and when I went in, the countdown timer read 6 days 23 hours 40 minutes. The twenty minutes we had waited still came off the weekly countdown.
(I wish it hadn't; our reset time had been creeping earlier and earlier, a minute or so each week, and we wanted to push it back to where it had begun. Alas, not that easy.)
To quote Mod Maz:
"There is no method for locking the running of build ticks. They will run regardless. However they run when the first person attempts to enter. The build ticks will catch up with any that have missed at this time.", Citadel Reset from T6 to T1, Runescape forums, QFC 268-269-310-65330152, 16 Apr 2014.
So changes to the Citadel may be applied on a "just in time" basis when the first person enters in the new week, but the countdown doesn't begin then. It used to, apparently. But not any more.
That being said, you will still likely experience slight drift of your Build Tick times. It happens.
