Fully disagreed.
Being one of the few largest remaining F2P warring clans, we've been in several of the clan cups in the past winning consistently but the last few clan cups have been a real disappointment. The current state of PvP for clans is quite distasteful. We boycotted the last tournament because of it.
If anything, Jagex needs to improve the state of PvP to generate enough interest before even considering something like this.

The portion of people interested in PvP has gotten smaller and smaller due to their lack of updates, so all Jagex does is update PvM and skilling as those please the largest crowds. As the average player doesn't seem very pleased with updates currently, I doubt they'll be able to free any dev time for PvP in the next years. Especially with RS becoming a mobile game, it will become more skilling/questing/simple pvm focussed as PvP on a phone would be rather complex.
There's no reason to believe RS3 PvP is going to become any better in the next years, unless they have a super secret update planned. It seems a lot more people would rather have even more shiny cosmetics than a functioning PvP environment.
