What about a disclaimer on the thread that says Jagex neither endorses the sites nor vouches for their security? Allowing them as a list on a thread, but as a "at your own risk" thing. Kinda like how links in the CLF forum work.

But, I think it might be a good idea to leave a Sticky thread in Clan Central to notify clans without CLF representatives that the directory has been removed. That way, they don't just go to that forum section to see two hidden threads.
Just my thoughts, but if there was a notification about it somewhere else, that would suffice as well.
