The main reason I believe is that if there was to be an expansion/upgrade to the citadel it would require the entire citadel code to be re-written. As such, it would be a huge project and Jagex just won't allocate that much time to it.
According to what Maz has previously said, the citadel has "Spaghetti code" (AKA difficult to alter or add stuff) and as such there will be very little content for citadels added.

Do I think there is potential for future expansions? I feel it might be nice, but I doubt it would ever happen. MrBrokenBow - Former Leader and Founder of

There will be more stuff done for citadels / clans but not until the rewrite is a 100% go from jagex, and if they really want to put more work into adding more to clans / citadels, but yes it has declined over the years and lets hope something happens before its too late.
