Scale visitor requirement for upkeep to the amount of clan members in clan (eg lower visitor req for 100 member clan than 300 member clan). Increase xp gained in citadel for for plots. XP bonus from ava for members who cap (eg turn 6% into 7 or 8% and would encourage people to cap)

When you hover over the icon on citadel resources in the management tab. Make it say the correct resource name instead of 'available'
