Instead of progressing citadels, and dealing with an already difficult system I believe we should start from scratch on a new place for clan members to come together. For the time being, I am naming it the “Clan HQ”. The Clan HQ is a on world instanced area for clans to come together. Has tons of customization options to make it unique, and is functional and beneficial for clan members to make the clan more rewarding to be in. Along with all of this, the idea is to solve some other problems clans have and to improve the game overall in several ways.
How it works:
The HQ is on a grid system. The clan’s get to choose the style of the building, what rooms go where, where the cosmetics go, etc. The same way as a battlefield but more options, less clunky, and better looking. The players do not collect resources inside the HQ itself. Many players do not like capping due to it not giving enough XP in the game. Allow the players to use their GP, and buy/collect resources in game to store in their HQs to be used by those with permissions to change it. Also a percentage of each drops VALUE that a clan member receives is put into the clan treasury to be used for the HQ and its customizations. Note: the GP is not taken from the clan member, a percentage of the value is converted into a seperate currency for the clan to use. The member does not lose out on any GP. The allowance of player gp and resources in game to be used will be an item and money sink also making drop prices go up.

The Looks:
Not everyone wants a Disney castle in the sky. Some players would rather have their clan housed in a huge hollow tree, similar to the style of the sacred grove, or a pyramid from menaphos. Some people would want their HQ to look like a temple, a mausoleum, or even a normal house. The most important factor here is that the clan’s be able to make it theirs. Give several options so that every single HQ is unique from the others in their own ways. This isnt just styles of the structures, but the layout of the rooms, furniture, and all other decor/cosmetics. Allow the players to rotate objects and place them where they want to. Including walls, doors, carpeting, trees, gardens, etc. You get the idea. There could also be trophy cases put in that display actual drops the clan has received from bosses such as a praesul wand, etc. Some people have that kind of money to blow.

The Rooms:
Much like construction (without the cardboard box appeal) allow the clans to place certain rooms within their HQ.
Treasury-it stores the currency and the items that the clan collects for it. This should be something clan members put in a spot that is well guarded and hard to access it, but also should be the first thing built
Throne Room-Running a clan is not easy. Give the clan leaders a place to sit with columns lining a walkway leading up to it. A place to show the wealth of your clan, along with your colors and banners.
Gardens-Put clan farming patches, and cosmetics to the clan’s liking. Not all the plants have to be living, of course.
Boss rooms-NPC’s the clan can install in these rooms to protect their treasuries from invading clans trying to win some of the clan gold for themselves.
Coliseum-An arena for tournaments and events for clan’s to hold
Dungeons-Like the POH dungeons, but better…
Workshop-Where the furniture is made
Market-Sell items, or give away supplies here. A way for clans to bank together. Either you can sell items for a fixed price here for your own clan members to buy, or set them as free with a withdrawal limit based on rank.
Armory-You want to be able to defend your HQ from raiding parties right? The armory is where you build and place your defenses.
Masonry-This is to add buildings, architectural add ons, walls, and cosmetics.
Scry room-A hub for clan leaders to call their members to the HQ using a group teleport much like the grouping system. With the same rules-no combat, out of interface, etc. But clan members teleport on their own time when they or ready, they can also decline the teleport invite. This room can also hold portals much like the portal rooms in the POH but more useful in what locations it brings you to. This would also house the HQ lodestone.

The HQ does not need to be a singular building either. If they want rooms to be off to the side, or have different districts of their HQ it should be allowed.
A new clan wars:
Clan’s should be able to do a weekly D&D in which they get to select ONE clan to siege and attempt to make it to their throne room, fighting defenses and monsters the defending clan has put into place to defend it. Possible PVP, not too keen on a mandatory presence to defend. If the clan is successful they win a percentage of the treasuries current holdings. This of course would be optional for the clans. However in order to switch it off it would have these rules implemented:
1.) A clan may not raid another HQ unless their HQ is open to raid
2.) After opening their HQ to raiding they cannot raid another clan HQ until 7 days after opening theirs up.
3.) When they shut the HQ off from raids they must wait 7 days before it is actually shut off. During this wait period they cannot raid another HQ
**This is to stop clans from raiding clans and then now allowing other clans to raid them in general or in retaliation. It is a war after all
Hubs:
For functionality allow skilling hubs, among other utilities to be implemented as well. Can be a permanent bonfire, a GE clerk, banker, etc. There could also be invention hotspots, and workbenches. The point of the hubs is to make the HQ’s useful to the clans. It needs to be worth the clan’s worth while to put effort into their HQ and want to build it up. It only takes 5 people to make a clan, so in reality anyone could join a clan or make one to their own liking. Being part of a community should have its advantages.

HQ Town:
This is an added bonus by me. Think of the HQ as a centralized castle. There can be a town surrounding the castle itself in which the clan members are the lords and ladies of, similar to a feudal system. The townsfolk rely on the clan for monetary, and defensive support. In return they can offer their skills and knowledge and help your in your HQ whether it is building, or defending.
While we realize this is a huge task, and maybe even a little to sophisticated for RS. This update would be beneficial to more than clans, but the community in general. With a lot of the game being AFK, and solo scape this would help bring the community together overall. It also is not only limited to these ideas alone, I would be happy to see what you can add to it!
