Memories of all the frustration I experienced just over a year ago came rushing back as I read your post. My clan went through basically the same thing then as you are now.
All those months ago, I posted on CLF that what small clans were suffering in regards to the citadel would eventually be felt by larger clans until one day it would impact all clans. I believe we are approaching that time now.
The more time that passes, new content will appeal to players far more than old content (citadels) that is never upgraded.
You just have to decide when all the headaches caused by the citadel are no longer worth the effort.
I predict that a large percentage of clans will eventually give up on it, only to hear Jagex are making changes somewhere down the line when it will be too late for most of us to care.
