If we fail because of this will we be able to get a extention? Years and years of work, to roll back would be a complete shame. I am aware it would all go brown first and no avatars but that would really strain my upkeep since we are using the avatars for upkeep.

If you miss the upkeep you will be without the ava's till your next tick. Your flags will loose their designs & turn blue with RS emblem on them. You just have to get keep the next week but with this problem continuously happening you could miss that as well & then you're citadel will begin to degrade.

And what about the clans who have lost their progress, Mod Matthe?

Apologies are all well and good, but the rigid upkeep requirements placed on clans along with the unforgiving consequences of coming up short of upkeep is only compounded when the citadel isn't accessible for several hours. Where is the forgiveness for all the wasted effort of clan members.

More should be done to ensure that clans aren't negatively impacted by circumstances beyond their control. Perhaps lowering upkeep costs so clans can recoup their losses more quickly and removing the cost associated with resetting the tick would help.
