Ah, I see. Number 11 is the ghost penguin. 11 clue was in the Kharidian desert or something like that. It was on the ridge in the middle of the desert. After I spied it, it vanished. When I checked clue 11 again, it says "west of Ardougne, in the hills". I used to world hop over and over again at Death Plateau until I found it. The cheese was knocked off my taco a couple of weeks back when I found out they changed things. At 64, they can make easy things more complicated in a heartbeat - at least for me. So far, it looks like we can do the same things we've done before (trapping and whatnot) with some added extras that are for the original individual who spies it only. The remakes of the pengs look good.
You can never

Yes, #11 is Ghost, and your device will change to reflect this as he moves around physically & despawns/respawns. You can also scn for the penguin just like the others.

Katy's post sums up the main changes. To the penguins themselves, it's just the new graphics, love them or hate them. There's new penguins that only one person can spy (001-006), which spawn in new and existing locations. The new 007 penguin will only spawn from a penguin that you spy, and only you can see and spy it.
