Regular PVP has more or less died off now. You can still find players in the Wilderness across all worlds, as the area is used for slayer tasks and other skilling activities. If you venture to the volcano, you can often find players (including suspected bots) training Divination.
PVP does still exist through minigames, such as Soul Wars, Castle Wars, and Stealing Creation. These minigames are often placed on the spotlight system (accessible through your adventures tab in-game), which encourages players to participate due to enhanced rewards.
Don't forget that next week is the minigames week, which forms part of the much wider 20th Anniversary Celebrations. The currency rewards from minigames will be doubled, which means that you should see a lot more people participating in them. Keep an eye on the news posts too, as they often advertise player and Jagex-led events focused on PVP.
