Stuck in player-owned port

I can't seem to progress in player owned ports. I recently unlucked the Skull, but i am still unable to upgrade buildings like the office even though i have enough resources to do so. Can anyone help me out? It's probably something very stupid.

Hi Jeankes, welcome to the forums.

On the upgrade interface, make sure you're selecting the second option in the list. The first option is the version of the building that you already own.
