prayer training at ectofuntus is still attractive as it offers 4x xp while the best alternatives (e.g. powder of burials) offer only 3.5x xp
before certain quests are completed, ecto tokens are needed to enter Port Phasmatys through one of the two city gates, but this is no longer required after the quests
ecto tokens can be used to purchase the pieces of the prayer xp boosting 1st age outfit and the add-on (which allows 3 daily teleports to the player-owned house) from an NPC directly at the ectofuntus, but otherwise they have not much use
once you have all that, currently ecto tokens can only be spent to buy yeast for making beer (from an NPC in the cellar of the pub inside Port Phasmatys) and have no other use at all
Port Phasmatys does have a pub and a general store and a port where ships can be chartered, but all those function with gp, not with ectotokens.
Could the general store e.g. receive added stock, e.g. seeds and cannonballs which can be bought with ectotokens? Since the Garden of Kharid update, seeds became more important again, and because the Morytania legs allow smithing cannonballs faster when inside Port Phasmatys, cannonballs do have some connection with Port Phasmatys. Or drop enhancers for the Araxxor/Araxxi encounter could be added as the Rax lair is very close to Port Phasmatys.
Speaking of Morytania legs, they could also have an effect on the shop stock in Port Phasmatys (higher tier of legs owned would increase the daily shop stock).
