How many charges were you thinking of?
I see a difference in that when Grace of the Elves runs out, you see things start to appear in your inventory, but when Silverhawk boots run out, you have nothing to draw your attention to that it ran out of feathers other than suddenly realizing you're not getting the effect.
I don't have a strong opinion either way.
