Why can't we place dominion markers at any new content bosses. cannot place at EGWD nor any ED. Also cannot place it in the Rasial's Citadel.

This is probably because Dominion Tower content is so outdated in 2023. There are a lot of better items to take over Dominion Marker now. When players don't use the outdated items, why border to waste development time to even look at them?

Not looking for them to develop it but to just allow placement of it.

They will have to spend development time to add the placement of it obviously, and definitely not worth it when nobody uses it.
