RNG is a thing.
Its a computing thing.
Unlike some other RPG's, we don't have a Failure to Success drop enhancing ratio.
The rates we were given, are pretty much a rough estimate and not a guarantee for a drop.
I would have to say that Jagex should take into accountability of this issue and further improve our chances for a successful drop...something similar to the Loot Share table.
Why would this be a good idea? Market stabilization. Would it cause issues? Not really, just means that here in the future people will actually own decent gears like the top 100+ players.
So remember, RNG is Random. Not an absolute guarantee for that particular drop...and this even goes for certain quest items that we have killed for in the past...or do I need to remind you all of the plague we had to suffer? *cough* Regicide *cough*

I've only done a few tasks of the new abyssals. I don't have the level required to kill the ones that drop the scourge, but in my experience with any Unique drop...I never have gotten one, and visage doesn't count...pretty sure we can just label that Uncommon these days (especially how high of a chance we have off metal dragons to actually get one now).
In terms of High End unique drops, out of all my years of playing this game, I haven't gotten a SINGLE one...not even a Dye from elite and master clues.
RNG favors who it wants, when it wants to.
Oh...and I've not ever received a Dark Bow, Abyssal Whip wand or Orb, etc.
THATS how hateful this game's RNG really is.
