And therein lies the issue.
Just because many people are playing the content immediately after release, doesn't mean it's a good bit of content. They're only there because it is new.
Good content can only be measured after other new content has been released. This allows us to see who is there just for the newness, and who is there for what the content is designed for.
If it's a fun bit of content, that has meaning towards the overall game, and has a good reward / XP outcome, then it will see high usage for years to come.
However, if it relies solely on one of these categories, in this case, the reward, then it's not going to be very popular for very long at all. Content that does rely solely on the reward are the most susceptible to newer releases as rewards can easily become obsolete. As you say, this can happen at any time. My example of one year from now was meant to encapsulate all time between now and then.
I get your point that these events make RS feel like an MMO again, but they're not going to have that feeling for long. In fact, for me, that feeling ended over a week ago.
