Obligatory no to removing minigames. If content can be updated to modernize it then that's generally a way to bring it back into relevance. Removing content just because it's not as used anymore just isn't something that should be done just for the sake of it. Minigames were a good way to give players things to do either adjacent to skilling or as a fun activity to pass the time. Updating them to address issues that pushed people away from them would be worthwhile to improve community engagement.
I think a good place to start would be to overhaul social elements of the game for better community building and accessibility of multiplayer content. Improving the forums and adding connectivity to the game would make it easier for players to share feedback without having to make a third party social media account. It should be the primary location for player feedback due to being hosted on the official game site. Improving clans, chat tabs and the grouping system would improve players' ability to engage with eachother on shared activities.
Another piece of core content to work on would be some of the older, more dated skills. Construction got contracts but otherwise most of its content is one-off. PoH needs to be reworked to look nice by current standards in addition to having more modern cosmetic options and benefits. Woodcutting, hunting and Runecrafting would benefit from some updates too.
