Low to mid tier content saw a massive update along side necromancy that rebalanced a majority of the health pools, damage, and I believe defensive capabilities (im not positive on that one though).
Note that this perspective is from that of one who has played the game extensively with hundreds of hours of experience at the highest tier of combat.
I felt like I was being absolutely bullied at low to mid tier combat.
Health pools: I believe this isn't very problematic but it brings into question why most basic abilities suffer from a "lesser" effect upon starting the game, despite low level mobs having 3-7k health pools.
Damage: This is the real problem. Trash mobs have insane accuracy, almost always have multi combat, and I DONT HAVE SOULSPLIT! I feel like most of these rebalances were made with the notion that all new players start with soul split or something as a passive heal to compensate for constant damage. The ghost with necromancy is reasonable but at tier 50 i heal maybe 200-300 per hit with ghost and thats a LOW hit for a trash mob. I genuinely found it very difficult to navigate the increases to damage numbers.
Accuracy/defensive stats: Whether purposeful or not, I found it difficult to discover what tier was suitable for what monster. I took out Dad from Troll Stronghold with tier 40s because of protection prayers with reasonable accuracy (i believe around 35-40% or so) but when I moved onto Elvarg I had 9-12% accuracy, with 9% being batwing and 12% being mystic with offensive prayers (which is the tier maximum for free to play). I found myself having to research how hit chance is formulated to properly prepare for fights... which seemed a bit much considering its low level content.
Overall: I understand the necessity of the combat rebalance, however, I felt it was rushed without proper play testing at the intended level. Just needs some adjustments and looking into multi combat. #turoths
