they started doing it over decade in, so there is a lot to catch up on.

its not an overly easy task. to rant is a bit extreme maybe is this a suggestion?

I could appreciate the passion behind the project - but as someone whom spacebars quests with audio on, even that gets annoying

Retroactively applying voice acting to ~22 years of old quest, NPC, etc. dialogue just isn't a feasible undertaking. Jagex can't even reliably get voice acting for every piece of new content, let alone for so much old content.
