fix the osmumton's fang spec

currently the Fang spec deals the same max damage as without the spec so it does 0-85% damage with spec instead of 0-100% damage.

if you have found a bug, you need to report it ingame, not on the forums, ingame bug reports send jagex a hell of a lot of information to help find then fix the bug.
